What is submitted in the prequalification and tender file

An entity does not buy on a price quotation; it buys on a file that is audited. This is the package submitted with every bid:

  • A scope of work matching the conditions booklet, item against item rather than reworded.
  • A bill of quantities and performance specifications — comparable without bias to a supplier.
  • The establishment’s regulatory documents as the entity requires them.
  • An execution plan and delivery phases, and each party’s responsibility where work overlaps with other contractors.
  • Auditable handover outputs — not “installed” but what was installed, where, and with which configuration.

What distinguishes execution that can be audited

The difference between a system that is handed over and one that is audited is the written trace. Delivered with the project:

  • An asset register with every device, its serial number, its position and its installation date.
  • As-built drawings showing routes and positions as executed, not as designed.
  • A permission matrix — who views, who exports, and who changes settings.
  • A log of visits and works carried out after handover, readable at any time.
  • A retention period proven by measurement, not estimated, with the capacity calculation written down.
