Walls, concrete, floor slabs and overlapping devices all change how a signal travels. A wireless range extender may stretch the signal further, but it also adds congestion — or actually lowers performance — when it is not part of a clear design. A stronger router in the wrong place does not fix a coverage problem; it just moves it.
